Our upbringing communities significantly shape our long-term aspirations. The Law Offices of James A. Welcome recognizes the importance of reciprocating the support received from these communities as we progress. Hence, we are thrilled to introduce our Strategies for Local Laws Scholarship.
This scholarship offers $2,500 to a student who can candidly discuss how modifications to local laws can enhance their communities. We welcome undergraduate and graduate students from all fields of study to submit a 1,000-word essay elaborating on:
- The challenges faced by disadvantaged communities
- The influence of local legislation on these communities
- Potential changes that could positively affect these communities
- Ways students and professionals can advocate for change

Eligibility Criteria
The Law Offices of James A. Welcome encourages students who fulfill the following criteria to apply:
- Applicants must be enrolled or accepted at an accredited U.S. college, university, or graduate school
- Applicants must consent to the scholarship’s terms and conditions
- Applicants must complete all necessary application materials, including an essay, and submit them before the scholarship deadline
Notably, the Law Offices of James A. Welcome invites undergraduate and graduate students from all disciplines to apply for the Strategies for Local Laws Scholarship. There is no specific field of study or academic institution requirement to be eligible for this scholarship.
Application Process
Students interested in the Strategies for Local Laws Scholarship should:

We are particularly interested in essays that delve into how local laws could enhance a student’s community's quality of life. These essays should not exceed 1,000 words and must be the student’s original work. Please refrain from using AI to generate a scholarship essay.
Essay Formatting
The Law Offices of James A. Welcome requests students to incorporate the following elements in their scholarship essay:
- An engaging and unique title
- A bibliography listing any sources referenced in the essay
- Relevant citations
Students should also include a header that contains their:
- Full name
- The name of the Strategies for Local Law Scholarship
- The name of the college, university, graduate school, or institution they plan to attend
- The name of the financial aid office of their institution
- The contact details of the financial aid office, including mailing address, phone number, and email
- The student’s academic ID number
Application Deadline
Students must submit their scholarship essays and completed forms to The Law Offices of James A. Welcome by October 15, 2025. Late submissions will not be considered for the Strategies for Local Laws Scholarship.
Also, students must include all necessary materials in their scholarship forms. Incomplete applications will not be considered. At this time, the firm cannot entertain calls, emails, or in-person visits from students or parents regarding the scholarship.
